Why do videos lag on when I try to play Youtube videos in 1080p HD

I have a toshiba laptop that I've recently upgraded froms windows 7 to windows 10. My issue is that my laptop refuses to play anything above 1080p on youtube. 720 works fine for the most part, but the lag issue seems to only be a problem with YouTube for Firefox and chrome. And not for any other sites that play HD. I have tried everything to resolve the problem but nothing seems to be working. My laptop is only 3 years old, and works find except for the fact the videos are laggy. 60 fps videos are laggy as well.

Amd-300 APU with radeon(tm are HD graphics 1.30Ghz

RAM 4.00 GB

64 bit- operating system- 64 based processor

I tried Hardware acceleration and it didn't do anything. Those links are outdated because YouTube doesn't use flash player anymore. I tried Microsoft edge after I downloaded the windows 10 update, but now videos are distorted on it and just lags all around.

As I said. Flash player doesn't work on YouTube anymore. It's html5 now. And I highly doubt that restarting my router is going to change anything. Only 720p works on YouTube not 1080p. This problem only seems to happen on chrome and Firefox.

My internet provider is pretty fast. I have optimum online and a desktop that plays 1080p and 1080p60fps with no issues whatsoever, so it can't be my provider.

My laptop's upload speed 29.40 and download speed was 43.32. The issue doesn't happen usually on internet explorer. Only Chrome and Firefox.

Not only YouTube. Any site that plays 1080p video. Just checked.
