Windows 10 stuck on boot, can't safe mode

So I've had windows 10 for a couple of days on my laptop, yesterday I didn't turn it off just put it to sleep, when I started it up this morning everything was incredibly slow and I couldn't really do anything so I did a hard reboot. Now however it just gets stuck at windows screen with white spinning circle. I can get into boot menu but when I choose to boot into safe mode it just restarts and gets stuck again. I've tried system restore but that gives me the same result. Essentially there is no way for me to get into Windows and I do not know what else I can do. Thankful for any help

Try to boot from a win DVD or USB pen.
