why does my CPU slow down to cool... when its at 35 C on full load at 3300 MHz?

With my old thermal paste i was getting an average of 36 in idle. this was at 3600 MHz.
at full load i got 55+

So i swapped over to new thermal paste and dropped the speed to 3300 MHz.
on idle i get 23.. on full load i get 36 ish! yet it still drops speed to 1400 MHz to cool down?!

Unless you disable the power saving features in the bios, like cool and quiet, all modern cpu's will downclock when not heavily used to save power. It has nothing to do with overheating.
 
It can't be that cool at full load; check the thermal margins with AMD Overdrive. A motherboard with a 4+1 phases VRM could throttle the CPU to protect itself. Are you using a quality motherboard that fully supports that CPU at full load?
