I recently just restored my PC and everytime the windows 10 loading screen shows it says restarting, restarting, restarting, how do I stop from making it reboot?
You probably need to start hammering (Not LITERALLY hammering, but almost) the F8 or Shift+F8 keys immediately upon powering up the system, and keep doing so until the advanced boot menu appears. Pressing the keys very, very quickly is the only way on most UEFI systems.
There might be some chance of resolving it by booting into safe mode and checking device manager for remarked devices that need driver updates or resetting the bios to default settings in the hopes that the EFI refresh will allow the OS to snap out of it, but probably you'll need to reinstall.
