Hi, I am looking to build a new super pc with a budget of around 3k. I know I want to go with the 980ti but I am stuck on cpu selection. I want to do high end gaming on max settings with some youtube video editing and twitch streaming capabilities for good measure. I was looking at the 6700k and the 5960x. The former seems to lean toward gaming better and the latter seems to better for a workstation. I plan on using 32gigs of DDR4 ram so the haswell e and skylake chips seem to be what I want to go with. Once again my budget is around 3k so any help coming up with a beastly build and explanations on cpu choice is appreciated. For reference I coming from an old Asus G72 laptop for my gaming purposes which is nearing 6 years old so all upgrades I want I would like to be top notch. I am also kind of set on my case choice which is the Corsair 730T which I love for the massive window.

for what you intend to do the 6700k is better in Dx11 but Dx12 will be using a multiple cpu threads well so it becomes a toss up.. just get the cheaper one.

I'd drop the sound card as it most likely is not required and invest in a very nice 24" or larger display. I upgraded from a 22" and I have no regrets.

Actually it will, many gamer's do need an audio support with above mention tasks. I've that experience in streaming & online gaming as ex-FPS gamer. A sound card is beneficial. Still, you can find $300 left out there to invest on a good monitor including that sound card.
