When my computer is off ican turn the computer on by clicking the mouse or touching any key on the keyboard what is going on ?

Just finished building desktop pc installed windows 10 then pluged in my reddragon mouse and blackwidow chroma stealth keyboard turned computer on then shut it down acidently touched keyboard computer turned back on shut down again the clicked mouse button computer again turned on

Win 10 doesnt shutdown like that, it goes into what they call a hybrid-sleep for a quickier startup.
To get a real shutdown, you hold down the shift key and click shutdown.
