Two questions about fresh install with new build

I'm building a gaming computer and I'm wondering if I can use my current Windows product key that is on my current system? Currently running Windows 10 32 bit and looking to go to Windows 10 64 bit. Unfortunately I have misplaced my Windows 8 pro install disk and wondering if there is a place to download a legit iso file to do the fresh install in the new build. Thanks in advance!

You can create Windows 8.1 installation media using the Windows 8.1 media creation tool:

It will be possible, but as you are moving it to a new PC when it has previously been installed elsewhere, you may need to call Microsoft support to reactivate it.
