AMD Athlon X4 860K only using 2 out of the 4 cores

I was playing a game the other day when I noticed performance issues that weren't typical. I checked the task manager and it said my cpu is only using 2 cores. Knowing that my cpu is a quad core, I checked cpu-z and it said I had 4 cores. I went through msconfig and set the cores to 4, rebooted but nothing changed still 2 cores showing up in task manager. Thoroughly perplexed, any suggestions would be nice, I'm running Windows 10 by the way

4 AMD cores is like 2 Intel cores plus 2 Intel hyperthreads, and technically i think it's 2 modules with 2 cores each, but the cores share resources. so yeah.

And im having the same issue but only in windows 10 in windows 7 is ok
