Can I just reuse the Windows 10 PC on my laptop after the free upgrade to install Windows 10 ISO on my new PC build?

Yeah the Windows 7 I upgraded from came with the laptop.

Then like the os before it, it's locked to the motherboard. You'll need to buy another liscense for the new system.
