Hi guys, I would like to get a solution for the problem i'm facing.

My monitor is flashing frequently!!!. At the time of blinking, display goes off and come back by the fraction of a second. monitor's led power light also goes off and come back. Monitor's menu buttons are not working except the Source and Power buttons.
Whether it is the problem with monitor or the system?

sounds like the monitor's power board has a bad component like a capacitor on it being the monitor's power light goes off as that light is connected directly to the power board. I've fixed a few monitors that had that issue including my 19" Samsung Frankenstein monitor.

From experience, it's just better to have it replaced. Monitors are much harder to diagnose what the actual problem is. ( I'm almost sure it's not a system fault so do not worry about that )

Thanks for the information :)
I am also expecting a board fault.
Will get it confirmed by visiting the nearest service centre, and update here.

the problem was with power board as you said.
the service person said, its common for Samsung monitors now.
