which cpu cooler is less big and more efficient ?

hello i am going to buy an air cooler for my cpu which is an i5 4590 i am looking forward for these two
cm hyper 212x
or cm 412 slim
which is good and which will fit well on my casing

They are both the same height.
Measure the height available in your case. If you have 160mm available, either one will fit.

I suppose you could search for reviews, but really efficiency is not likely to be sufficiently different. Mount it well, do not use too much thermal paste.
Get good airflow into your case, and you should be good.
A 4590 does not need an aftermarket cooler at all. The stock intel cooler is fine. The main reason is to get a 120mm fan which will be quieter under load
