TV Overscan via HDMI port

I have a philips television 32 inch (model number: 32PFL4505D/F7) and It overscans on every hdmi port no matter what is connected, with the sole exception of an xbox360. I have plugged in a desktop, laptop, xbox, and chromecast. and the chromecast overscans when streaming from a pc or a phone. The only fix I have found is to change the resolution on my computer after plugging in via hdmi but that doesn't fix it, or by pressing the format button on the remote. but the only options there still don't work.
 
Solution
In desktop mode, right-click on the Desktop, and select Graphics Properties.

1. INTEL Control Panel
2. HDTV section-> 1080pNTSC_60
3. adjust OVERSCAN

i got it to work but there isnt an adjust overscan option. it is a customize aspect ratio option and i had to set it to 60 percent on each direction of the original aspect ratio to get it to fit the screen.

I had the exact same problem last night when I picked up this TV to use as a monitor. CCC does have an overscan/ underscan option but it doesn't underscan enough at native resolution (1920X1080). My GPU is a 2048MB ATI AMD Radeon R7 240. I managed to make it fit at the 1440X820 resolution but it doesn't look that great. Would be nice to have it running at full HD. I'll keep working on a solution.
