Youtube Export Settings for 4K?

I want to render videos at 4K 60fps. I have Adobe Premier CC 2015 and what are the best rendering settings for Youtube? I want to record gameplay at 4K 60fps. Also, does Youtube automatically detect what the videos output is? I know Youtube can do 4K 60fps playback. This conundrum is puzzling me. Thanks.

Can your PC play at 4K 60FPS. If not, there is no sense recording at that level when the output isn't at that level.
