start menu, task bar and all windows apps not working

title says it all can launch the apps on my taskbar by clicking them but if I right click the task bar nothing happens if I click the search bar beside the windows logo nothing happens if I click the start button nothing happens so pretty much the only aps I can use are the ones on my desktop and task bar. I've tried an immense range of fixes so far on a youtube channel that had a series of ways to fix it and after completing the 4th video and the 9th command I've entered into cmd or powershell still no change, no change when restarted, no change when turned off and also making a new account n my computer wouldn't work because it said I needed an app to do that which I couldn't get because everything to do with windows was not working

Try this and see how it fairs for you. Have you tried re installing windows as it seems to be a corrupted installation causing this error?
