monitor refresh rate to high

some how my monitor got its refresh rate set up too high, so now, when ever i turn on my computer it says "please change your imput timing to 1920x1080@60hz". what can i do windows 10 wont boot into safe mode with out changing settings and my monitor wont display anything

Are you sure the computer is telling you that or is it just the monitor that is? If it's the monitor, simply use a different input jack (if you have DVI right now, change to HDMI or VGA) and it should work perfectly. Another option is to restart the computer without a monitor plugged in, and then plug it in after it restarts.
