Your build, do you have it already or do you plan to buy it?
If you did not buy it yet,
1.
I would increase the budget until you can get at least GTX960.
Your processor is quite powerful but the GPU is weak.
This is not good for a gaming rig. A stronger GPU will definitely make a big difference.
2.
If you still have money grab an SSD, at least 120GB if you are on budget.
3.
Go for i5 4590 instead of i5 4570 if the price not far from one another.
For monitor,
If you are looking for budget monitors, you should aim at the most affordable an 1080p, 24", 60Hz, TN or IPS monitor you can find.

I haven't bought the rig yet. What does TN or IPS mean ?? I saw there wasn't a lot of difference between my gpu and gtx 960. I compared both on gamedebate.com
Mr. Google is a good place to look the differences between IPS and TN.
An OCed GTX950 comes very close to GTX960 but then again GTX960 can be OCed too.
The thing is, if you are lucky or know where to look, I saw several weeks ago some special offers on GTX960 near home. Those GTX960s were only about 10 bucks more expensive than GTX950s.
