Updated my motherboard software, it rebooted, POSTed, got to the Windows logo and just stopped. This was after Cortana had managed to crash the start menu. My only option was to force shutdown. This happened once before, but I think on 8.1
Could you pass on details of your system specs? Remove all drives except the boot drive and try to perform the boot procedure. Have you also tried going through sfc / scannow? You might also want to try a restore point and see if anything changes.

Mega late response. It was an upgrade. There was an unfixable corrupt file, MS said it was a leftover bit of 8.1 or something like that. The system since deleted that corrupted that file itself as I don't remember it showing up since. Every time I update BIOS, the PC shows motherboard splash screen and then starts over, booting fine
