Winows 10 Enterprise x64 sees 32gb but only 16gb usable

I currently have Windows 10 Ent x64. That sees 32gb but only 16gb in usable. I have researched this problem for days and no fix. My UEFI bios sees the 32gb of ram. could it be that my MB is bad? I currently have a support ticket in with gigabyte, but its the weekend. So maybe I was hoping someone here can help. I did the memtest86, and the ram is good. I inserted the ram 1 stick at a time, with no fix, I also disconnected the front usb ports from the motherboard, and installed win 10 ent x64 via usb plug into one of the back usb ports, with no fix. any input would be appreciated.

well I think I found out that my ram is bad, I ran memtest86 again, and now it only saw 16gb out 32gb.
