4k Television playing games at the resolution of 2,560 x 1,440

vs

1440p Monitor playing games at the resolution of 2,560 x 1,440,

Both have refresh rate of 60 hz, does the 1440p tv have more advances panels and color depth etc? will it be better or just the same?, I want a 4k tv that can perform as a 1440p monitor(without being hindered worse than buying 1440p monitor) untill i upgrade my hardware.

The normal 4k resolution of 3840 × 2160 is not a multiple of 2560x1440, so the screen can not match one pixel of the 2560x1440 resolution to a fixed number of pixels on the physical 4k screen. That can cause blurry borders (not a big issue, since the borders are really small in 4k, but the image quality still is a little less awesome than on a native 1440p screen). In addition TV-screens often show motion-blur because their lower refresh rates, more clouding and a lower quality in color representation than the good 1440p monitors.

On an LCD, everything but native resolution will introduce a blur. There's no such thing as "even multiples", basically making a 4k at 1080 look the same as a native 1080, that's a myth. Overscanning of about 5% can instantly cut the resolution in half, what makes people think lowering the resolution makes it stay sharp, ridiculous argument, and misinformation.
