Desktop freezing for half a second accompanied by loud buzzing noise, happening intermittently

When I'm using my desktop, my system will freeze for about half a second so and make a loud buzzing/electronic noise. This happens intermittently, and only when I have more than two applications open. It has happened only very rarely when I play full screen games.

I have used Windows built in system monitor to see if any components spike during the freezes, but can't see anything. My only guess is that is that it has something to do with my HDD-I scanned it a few weeks back and it has a small number of bad sectors.

My setup:
H-81M E33
Core i5 4590
8g RAM
GTX 960
Crucial BX100 SSD
Seagate ST3250310AS
Windows 10
