Try Adaptive VSync in your graphics card control panel, if regular VSync doesn't work. You get screen tearing as long as you're not synced up monitor and GPU, only way.

its running 60fps steady with no spikes or dips? what game are you playing?
I mainly maintain a steady 60 FPS in CSGO and League of Legends, but this drops under sometimes. With CSGO I have enabled triple buffering and League I've enabled V-Sync but neither seem to help. However, I have an NVida GeForce GTX 765m GPU Notebook Edition which might just be the problem, since the V-Sync option is not available for this card. (I'm using an AOC i2757FH monitor that I use instead of my laptop since the screen has issues.)
So, is this problem mostly unfixable due to the type of card? If so, I was planning on getting a new PC for the holidays so it should be fine, I was just wondering in case of future issues. Thanks for all the help.
