2nd Monitor choppy while watching videos

ok so i have a i7 skylake oc to 4.5, a r9 radeon 390 and my main monitor is 144hz, and im trying to dual with a 60hz monitor, but when i watch like csgo on my 2nd monitor, and play on my main, i feel like im on a lower hz/frames while playing, and even when i dont play the 2nd monitor isnt too smooth while playback while watching the stream. cpu usage isnt a problem im not really sure how to fix it, i also noticed if i put my main display to 60hz it runs smoothly while watching a stream, but i want to play on my main display 144hz

That might be the problem.2 diff. refresh rates from the same card esp. when taxing with a game. I could be wrong. Try turning on v-sync and see what that does.

im using my onboard graphics for the 2nd monitor, i tried using my gpu and had the same problem as well tho,

Try disabling onboard may be driver conflict.
