I remember I have read an article on a nice looking computer review website somewhere else saying that 8GB RAM will barely improve the overall windows performance than 4GB RAM. It states that it will only boost up for 3% and most general users will not see the difference. It also comments that 16GB RAM is actually a waste 99% of the time.

On the other hand, a lot of people on the forum comment that 8GB RAM is the way to go no matter what .....

In fact, is 4GB RAM really enough?

I know 8GB RAM will not cost more. But It's not a question of money. Thank you everybody.

It really depends on what you are using your PC for.
In terms of gaming, going from 4GB to 8/16GB will make a noticeable difference. Anything over 16GB and it won't make a good enough difference to buy more RAM.
Plus other factors come into play such as the speed of the RAM, e.g. if you have 4GB @ 1600Mhz and then you upgrade to 8GB @ 2400Mhz that will make a fair bit of difference.
