100% CPU When Task Manager Is Not Open

Title says it all really,

I saw the igfxupdate.exe solution, but could not find it anywhere so I imagine that's not the problem. My idle temp for my i7 4790k is also 27-30 Degrees Celsius which I believe is normal. Should I be worried?

That's strange that it jumps to 100% only when Task Manager is not running. Check if any scvhost process is taking up CPU by another software (without opening TM). Check virus and malware for running processes and deep scan registry for anomalies.
