Need help installing windows on new hard drive

hello. my laptops hard drive failed therefore I am trying to install a new one. the only problem i have is installing windows once the hard drive is fitted. my laptop has no disc drive and I dont have a usb flash drive that i can use to boot the installation media. I have external hard drives but the windows 10 media creation tool wont recognize them. can someone help? this is the only thing stopping me from installing the new drive

Buy a 16gb usb stick and use media creation tool

just a few quid
