Can I switch the language of Windows 10 pre-installed on a tablet/PC?

In case I buy a tablet/PC pre-installed with the English version of Windows 10, can I change the language from English to Japanese? Can I run Japanese version of software after the change? Thanks.

Yes, though you will only be able to change the display language and current local, the root files will still be english and some poorly written software, especially older installers, will still display in english.

If you want to make your system entirely Japanese, you can follow the instructions at http://windows.microsoft.com/en-us/windows-10/media-creation-tool-install to make a reinstall tool with a japanese version image and reinstall in japanese.

Thanks. I have some programs with Japanese filenames and comments written in Japanese. Given that the costs of the SP4 in Japan are similar to those in other countries, is it better to buy the SP4 in Japan or it doesn't really matter if I get an English version and then later change to Japanese?

File names and comments don't require Japanese to be installed at all, only reason to do so is if you want the UI in Japanese. I actually bought my SP3 in the US and then bought a keyboard in Japan, and everything just works great.
