Best 24 inch monitor for the budget

Im planning to upgrade from my samsung syncmaster SA300 to one of these budget monitors that I picked out

1: Samsung S24D390HL

I'm quite confused with the contrast ratio because on the Asus monitor it says 80000000:1 while on the samsung is only 1000:1

which one should I buy? and if both are bad choices, what would be a better choice within the same price range of about $170-200

I think I'd go Asus with the TN panel
