R7 260x Dual monitor problem

Recently got given a second monitor so decided to try get a dual display set-up going, my main monitor is connected using a DVI-I to VGA cable and works perfectly, my second monitor is set up using a VGA cable with a VGA-DVI-I adapter and as far as I'm aware my 260x has two DVI-I slots or at least that's what they look like. Now to the problem is that only the top DVI slot works regardless of how many monitors is plugged in, is this due to the bottom slot being DVI-D and not DVI-I like I think it is or could this be a hardware malfunction?
I have tried changing PCI-E slots with no avail, and I also tried both monitors individually in each slot and neither monitor works on the bottom
