Need opinion/help on a new graphics card for Optiplex GTX280 running Win10

My mom recently got my cousins old comp(full size Dell OptiPlex GTX280). I upgraded to Windows 10 only to realize that the graphics display adapter is not being serviced anymore under Dell. The main reason for this computer is for Photoshop. I want to upgrade the graphics card but it doesn't need anything crazy since it will only be used for the internet and some Photoshopping. I'm looking to spend under $40, this is the one I am looking at, http://www.bestbuy.com/site/evga-geforce-210-1gb-ddr3-pci-express-2-0-graphics-card-silver/1700647.p?id=1218282105105&skuId=1700647 , the Geforce 210 is compatible with Photoshop CS6 but I am not aware of it's compatibility with Dell or Window10. Is this a good choice or would you recommend something else?

I think that that graphics card right there is perfect for photoshop and web browsing. But I would reccomend something a tad newer http://www.newegg.com/Product/Product.aspx?Item=N82E16814487062
