Sapphire Nitro R9 390 Awful Framerate...?

Hey guys,

So i'm hoping someone could shed some light as to what's been happening with my FPS using my new card. First off, some specs:

Motherboard: ASUS M5A97 EVO R2.0
CPU: AMD FX-8350 4.0GHz
RAM: 4x4GB Corsair Vengeance 1600mhz
GPU: Sapphire Nitro R9 390 8GB
PSU: EVGA 220-G2 750W
SSD: 120GB Kingston V300

and an ASUS VG248 144hz monitor.

So, what I did first was reformatted my computer and reinstalled Windows on my SSD. Old GPU drivers were obviously uninstalled and I installed all the latest drivers for my chipsets, mobo, and GPU. Everything to my knowledge is up to date. I play on 144hz and 1920x1080p resolution.

I launched Rust and regardless of whether I put it on extremely low settings or extremely high settings, the result was the same.. choppy gameplay and mini freezes every second or so. I don't know what it could possibly be that's causing this. If anyone has any ideas as to what I could try, I'd appreciate the help. The temps are fine on both my CPU/GPU when playing and the CPU usage doesn't go above 70%.
 
I had a similar problem in a game (AC Brotherhood) and found that before starting the game, clicking on the little ^ in the bottom-right corner of Windows and closing the Raptr (AMD Gaming Evolved) program fixed the issue.

Yea I chose to not even install that.

Seems to just be Rust at this point. I have a friend who has an identical setup to mine and he runs it perfectly, so I'm unsure as to what the issue could be...
