Opening Programs on a Win 7 HDD installed as a second drive in a new Win 10 machine

From a number of threads, I understand I cannot move programs from my old Win 7 HDD, installed as a second HDD in a new computer running Win10. To reinstall in Win 10, the licencers tell me I have to uninstall in Win 7 before reinstalling in Win 10. Original Win 7 motherboard is fried. Can I launch Win 7 from the original HDD installed in the Win 10 machine, if so how? I can see all the program files etc.
 
What they are telling you makes no sense really, since that installation for all intensive purposes is dead and buried and it is not possible to "uninstall' under Windows 7.
You really should be able to install under Windows 10 and then re-license without any hassles.
