My computer wont shut down

hi, so recently a friend´s computer got a PSU replaced for his XP computer. it has an ancient MOBO, DDR1 memory up to 1 Gb. , you get the deal, the problem came when he got the PC back. aparently he tries to presss the shutdown button but the computer stays the same, also when he tries to shut it down from the start menu he cant. additional informaion: he got the PSU replaced, 512 Mb RAM "upgrade" and a new HDD WD 500 GB. if someone knows what it could be ill be very thankful. (windows had to be installed again so i was thinking maybe a wrong windows instalation or a problem with a program. my second thought was maybe the PSU was simply bad but i cant really tell)

Type this in a notepad -

shutdown.exe /s /t 10 /f /c

And save it as a batch file. (.bat extension). Run the batch file. See if it can shut down your computer.
