Will my build cause bottleneck

So Currently my pc build is as follows:
-AMD Athlon X4 860K Kaveri Quad-Core 3.7 GHz
- ASUS A68HM-K FM2+ AMD A68H FCH (Bolton D2H) 4 x SATA 6Gb/s port(s), gray USB 3.0 Micro ATX AMD Motherboard
- ADATA XPG V1.0 8GB 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model AX3U1600W8G9-RR
-Rosewill Stallion Series RD500-2SB - 500-Watt ATX12V v2.2 Power Supply
-XFX R7 360 2 Gigs GPU

And my question is if I purchase the sapphire r9 390 (http://www.newegg.com/Product/Product.aspx?Item=N82E16814202164&cm_re=r9_390-_-14-202-164-_-Product#close) will my other components be able to handle it? Any advice helps, thanks guys. And also if it isn't able to support that card would buying a better PSU with more watts help me be able to use it? Thanks guys and gals

EDIT: Also I've had issues trying to record me playing video games such as ark evolved, if i were to buy a better gpu would this help with how choppy it is or is that issue related to my cpu?

This page shows you that on low end gpu builds, the gpu is the bottleneck. Sure a better cpu will give it a few more fps, but it is better to invest in a better gpu. The 380 will be bottlenecked. I can not say how many fps you will lose with an 860k or kavari, but the kavari is a better cpu. You will be able to play demanding games and screen record. Also 500 watts is enough.
