Yes I know it is quite old, first gen i7 and all, so you'd say 300 is fair?

300 would be rather low actually. You could easily get 450 out of it. X58 is a very potential platform since many data centers have removed their xeons. If you look up the X5650 on ebay, you can find you can get it for about 135$ish. Pair that with the ROG board, and you could have a build that is better than most would pay.

Thanks a lot guys, yeah the GPU is first gen Direct X11 which surprisingly can still play Battlefield 4 on that rig pretty well. My friend wants to buy a 980 ti and throw it in that rig. Would the PCI 1.0 be a bottleneck or nothing to worry about?

The Board is PCIE 2.0. You can EASILY throw in a 980/ti and not have a bottle neck knowing you would need a better CPU. If your friend doesn't plan on upgrading CPU, i'd do anything below a 980/390x

You will get more from parting out. Specially the board. IF you decide to keep it, you can get something like an X5650, a 6 core xeon which you can OC, for about 100$. Still performs reasonably well for 100$.
