Can I run at 144hz without a dedicated GPU? (On Intel HD Graphics)

Is it possible for me to utilize the 144hz refresh rate on my Asus VG248QE without a dedicated graphics card? I'm starting a new PC build and was planning on either getting an i5-6600k/Gigabyte z170x-UD5 or an i5-4690k/Asus Z97-E/USB3.1 setup. Can I use 144hz with the dedicated graphics on either or both?
