I had this similiar issue with my Inspiron 15R (2011). I solved it. Just go to control panel > power options> click on "choose what power button do . Then click on "Change setting that are currently unavailable". then under SHUT DOWN settings uncheck "Turn on fast startup and click on save changes. Then restart your laptop ( it will boot up slowly ) . after restart just go back power options and check "Turn on fast startup" again.
You don't mention at all which CPU you have in that 3000 series laptop.
If you are running Celeron, however, it is to be expected that it is a little on the slow side.
