MSI GTX 970 Performing worse than my 750 TI

Hey guys, I bought an MSI GTX 970 yesterday and installed the latest graphics drivers but I was wondering why my overall gaming performance has dropped compared to my 750 TI. I don't play graphically intensive games (Hearthstone and CS:GO only atm), but I decided to upgrade because for whatever reason I was getting microstutter/frame skips while playing both games. I haven't really tested out CS:GO much, but with Hearthstone I am getting sort of choppy frames. It's definitely not as smooth as it was with my older graphics card. I've tried making sure power is set to Highest Performance possible. Any suggestions?

i7 4770
16GB Kingston HyperX Black DDR3
750W Rosewill Capstone Gold

Just checked my Usage and I can't seem to get above 25% GPU usage. Is there a reason why it's so low?
