If I get a new PC with Windows 8 or 7, could I still upgrade for free?

I want to know if this would work or if I would have to buy windows 10 for the full price.

Currently you can still upgrade for free. Microsoft said win10 is a free upgrade for a year, and it was launched on July 29, 2015.
