A PC for school work basically, for Running IntelliJ, Eclipse and different IDE's quickly without hiccups.

Things I have decided to have 8GB of RAM and an Solid State Drive of 256GB. I don't need a DVD drive.

Please let me know about the best components I can go with the aforementioned budget.

I can't decide between Intel and AMD. Also I don't have any idea regarding the drives. Also help me decide a good monitor 21inces or higher. I already have a license of Windows 10 so won't be worrying about the OS.

Update I don't need a hard drive in addition to the SSD and 400$ is with the monitor included

A little over, but went with an AMD APU, and 16gb ram. For non gaming rigs, I tend to recommend them, due to superior IGP. Not sure if your software is HSA compatible or not. If it is, then the APU would be even better yet.
