Do the 4-pin chassis fan headers on motherboards monitor PWM fans?

I have a ASUS H97M-E motherboard with two 4-pin case fan headers. Will PWM fans work if connected to those headers?
I personally think case fans don't need to be PWM at all. So why did ASUS give us PWM fan headers? Moreover, in the manual it is written Fan Xpert 2 or whatever works only for CPU fan, so are those extra 4-pin headers of any use at all? Why not just give 3-pin fan headers?

Yes they will run PWM fans or 3 pin fans.
