Just built computer. Monitor does not register that I am turning the computer on.

I just built a new PC when I turn it on the monitor does not even recognize anything. It just stays in rest mode or says no signal. The LED's on my graphics card and motherboard come on along with my CPU fan, (I read the the GTX 980Ti fan wont turn on until it reaches a certain temp, someone tell me if I am wrong), but my case fan does not turn on. My motherboard gives the debug code "2A" but there is nothing in the manual that corresponds to this.
I would greatly appreciate any help!

CPU - i7-4790k 4.0ghz quad core processor
CPU Cooler - Cooler Master Hyper 212 EVO 82.9 CFM
Motherboard - MSI Z97 gaming 5 ATX LGA1150
Memory - G skill ribjaws X series 16 gb (2x8gb) ddr3-1866
Storage - Samsung 850 EVO Series 500gb 2.5" solid state drive
GPU - MSI geforce gtx 980 ti 6gb
Case - fractal design define r4
Power Supply - EVGA 750W 80+ Gold certified fully modular ATX

I would greatly appreciate any help!

Try disconnecting the 8 pin power cable, removing the graphics card and starting the board. See if the case fans do spin.
