Sudden Frame Rate Drops

Well, I've run into a bit of an Issue,

Suddenly my PC gets terrible Frame Rate issues, before these issues began to appear I was getting about 60-80 FPS now, I'm lucky to get 10 making games Unplayable (Grand Theft Auto V). I have reason to believe that it is a software issue because Windows has been using a lot of CPU and RAM on idle since the update to 10 (Yes, I have missed the 30 days of being able to downgrade). Even though I think it's a software issue, you probably know more than I do, so I'm open to any solution.

Please try to do a clean install of the graphics card driver. Normally it's just a driver issue with fps drops also it can be related to the temps of the GPU. If it's overheating it can cause huge drop in fps.

This did not solve my issues, I have run Haven, it Preformed wonderfully, so not Hardware. I also ran Windows Memory Diagnostic. Again Nothing.
