Computer Shuts Down Really Slow

So I have just installed windows 10 on my new gig :
i7 6700k
msi z170a m3 gaming
16 GB DD4 Team Group Dark 3000mhz
Kingston SDD
Zalman 750W Source
Radeon 7950 3GB

Every time I shut down the computer or restart (but this is clearly visible during a shut down) this happens : windows shuts down, I hear the HDD and everything else shutting down but the coolers (cpu, gpu and case coolers) stay on, and also the mobo leds stay on for like 10-15 seconds. Is this from windows or a hardware problem?

I previously had win 7 running on a i5-2500k rig and when it would shut down, everything would shut down.

A couple of things to try and narrow down the culprit in no particular order:

1. If you can, create a bootable Ubuntu USB stick and boot off of it and shutdown and see if that creates the problem, if so chances are you might have a hardware issue somewhere.
2. Is this an upgrade from Win7 to Win10? If so try and do a clean install and see if the problem happens again.
3. Try and clear your CMOS and see if that helps.
4. Make absolutely sure that this isn't a PSU problem by using another PSU

I highly recommend doing #1 and #3.

thanks for the quick reply!

- i'll try with ubuntu
- it's not an upgrade, it's a win 10 clean install
- tried clearing the cmos a couple of times but it didn't work
- can get a different psu on monday and try it out...

turns out this is caused by windows 10. i eventually reinstalled win 7 on the system and everything shuts down normally, i mean everything shuts down at the same time, hdds, fans, lights on the mobo. so yea, win 10 is still crappy...
