Solution
If that didn't work, disable the webcam completely by right-clicking and pressing 'disable'. Then you can go into normal windows and there is no imminent stress.

I think that the Webcam software you uninstalled was a driver for your webcam on your monitor. Type "device" into the Start menu's search field and click "Device Manager" in the search results to open the Device Manager. Double-click "Imaging Devices" to reveal a list of your installed cameras. Right-click the entry for your webcam to open a pop-up menu. Click "Update drivers" or something similar to that. If there is an 'install drivers' that would be good as well. If you can't find anything by right-clicking, go into properties and then the driver tab.

Under that tab is only one "Monitor Webcam" when I try to update it automatically by windows, it says it is up to date, when I uninstall it, it comes back.

Okay, trying that now!

My monitor's webcam is still hooked by usb so that may be reinstalling it after I install it.

What can I do to prevent this from becoming a problem in the future? Should I unhook the usb attacked to it and try uninstalling it again?

Yeah do that. If you tell me what it says when you go to the driver tab of properties (i.e. driver version) I could try find what you need to do.
