Almost certainly a hoax. Stuff like that is going to come by actual mail (though that doesn't mean that getting it by mail means it must be true).

typical scam... they tell you that you wont a large sum of money then require you to either provide payment to them to finalize it or get your information to deposit it. either way its either a snatch-and-grab or data-theft.
