Google Chrome wont open (shows that its open on the task bar)

Yesterday after a quick game of League Chrome just stopped working. It worked fine until yesterday now it just wont open no matter what I do. I've restarted my PC twice and I've reinstalled Chrome twice. I go to the task bar and hover over chrome and it says that the page is open and shows the preview like it usually does but when I click chrome it doesn't open. It shows that its in front of everything else on my task bar but it isn't actually there. Can anyone help?

Can you please pass on your full systems specs?

I'd suggest performing a system restore prior to a point when the issue cropped up or a repair install of your operating system.

By any chance did this issue happen after a system update took place?
