no, product keys are meant to be used as single key/single computer in most cases.
Some products like office365 allow installation and usage on multiple machines but that is clearly told when doing so.

For windows though, answer is pretty much no.

Only alternate solution where it is allowed is windows to go installation on USB or portable SSD/HDD where the installation is plugged to computer in use and thus used on multiple computers (only one at once though since it is tied to single usb or HDD or SSD) but.. that also needed special license.

In any case only one pc at a time with retail versions

And only if you purchased the win 8 your self (not pre installed win 8)

All earlier Win and win 8.1 oem version can not be moved to another pc
(or motherboard upgrade)

Large companies buy enterprise version of windows where one key is allowed on up to number of licences purchased.

Sometimes these keys get stolen and later on blacklisted by Microsoft
