I won't install Win10 to my computers for obvious reasons, so I can't promise this is the definite fix.
In the past windows installs would loop like this and a quick fix would be removing the second stick of RAM.
Consider it only if you are somewhat comfortable with hardware, keep static in mind, ie don't touch anything except corners or plastic.
