What to upgrade? Processor or video card?

My current processor -
Intel(R) core(TM) i3-3220 CPU @ 3.30GHz
2 cores
Video card :
Nvidia GeForce GT 640 OEM DDR3 4gb (4096 MBytes)
I want to use the pc for gaming mostly (csgo) and maybe i stream when i upgrade stuff.

hmm tough call. I'd say upgrade to an i5 first since you said you might want to stream stuff after the upgrade. So you'll want a better CPU to handle that multitasking while playing. Quick looks says that an i5-3570k (same gen as your current CPU) is going between 150 to 200ish on ebay, looks like an i7 goes for maybe $50 or $100 bucks more.

Then get a Radeon 380X or a GTX 960. Getting a faster CPU won't really help you game right now as your video card is most often going to be the limiting factor.
