Can a 60hz monitor display 100fps??

I am still a fan of CS 1.6. When I reduce my fps to 60, its smooth as butter. But when I increase it to 100fps I see a bit of tearing when I move very close to objects. So is that normal??? I heard that tearing occurs when the videocard renders more frames than the monitor can refresh. Is that true??? Or something is failing???

It's true. If your monitor allows 75Hz on lower resolutions, try using that since it's anyways an improvement from 60. Of course if you want the best experience you should upgrade to a 120Hz monitor.
